I am emailing you regarding some upcoming works which will unfortunately close the A382 just south of Moretonhampstead, between the junction for Pepperdon Hall Lane and Wray Barton, (see attached map).
These works concern repairing and rebuilding an historic retaining wall which runs between the edge of the road and the Wray Brook watercourse. A recent inspection concluded the wall was in need of some fairly immediate repairs, chiefly rebuilding a section which has rotated due to traffic loading, as well as removing and replacing a gabion basket section with a new section, both of which will be constructed from mass concrete. In order for the new sections of wall to satisfy contemporary legislation, the new sections have to be considerably larger than the existing wall and require benched excavations in order to complete the works safely. This in turn means there will be insufficient width for the passage of vehicles past these excavations.
The revised date window for these works is Monday 20th July until Friday 28th August, to avoid disrupting the school term and chiefly, exam season. The reason for having to complete this scheme during the summer months is due to the strict ecological working in water window. Fish spawns have been found close to the site, which means I must avoid conducting any works within the watercourse between 1st October and 31st May. This, of course, means the busiest months for tourism are the only availability I have. This legislation is set out by the Environment Agency and I wouldn’t want to contravene it. Given I shall be rerouting the water within the channel downstream via a pump and piping, as well as excavating portions of the channel bed, this is unfortunately something I must adhere to and which would otherwise pose a risk to the fish species which use the channel for their spawn. The official diversion route (A382, A30, A38) is suitable for all vehicles (primarily Thompsons Distribution HGVs) but for light vehicles, the B3212/B3193 down the Teign Valley is a much better bet. The road is currently closed at Dunsford Wood but this scheme is due to end in May, so I’ve been informed. This was one caveat of my scheme commencing; we couldn’t have both roads closed at once as that would be totally unfair. I can appreciate there has been significant disruption to the area, what with the B3212 being closed for as long as it has, but a series of very unsettled winters and prolonged rainfall has accelerated the degradation of highway assets in the area. The plan is to conduct additional drainage and resurfacing works along the same stretch of A382 as my scheme at the same time, to avoid another lengthy closure for the foreseeable future.
